A citizen group is considering amending the town constitution by putting it on the ballot for the  next election.  In order to pass, at least 34\displaystyle \frac{{3}}{{4}} of the voters must vote in favor.  The group recently conducted a survey and found a 95% confidence interval to be [0.693,0.733].  The group will put in the effort to put it on the ballot if the upper bound, 0.733, of the confidence interval is larger than the 34\displaystyle \frac{{3}}{{4}}.  Should it be put on the ballot?
